BE ON THE LOOKOUT FOR VANDALS: Vandalism of mail boxes and yard lights have been reported in the Leisure Lane area of Summerset. Be on the lookout and be sure and report it to Meade County Dispatch. It appears that it is happening in the early morning. REMINDER: To mark on your calendars for the new meeting dates for the SOA (2nd Wednesday of Jan, Apr, Jul & Oct). The Board has made a decision that the meetings will be held quarterly with the next scheduled meeting on October 14th, 2009. REMINDER: ALL MEETINGS WILL BE HELD AT THE COMMISSION CHAMBERS OF THE SUMMERSET CITY HALL. The City has been gracious enough to allow us to use the facility at no cost to the home owners. The meetings start at 6:30. REMEMBER, YOUR INVOLVEMENT AND INPUT CAN AND WILL MAKE A DIFFERENCE!!! YARD WASTE SITE will be closing for the season on October 31st. Hours of operation have changed to being open only on Saturdays thru the end of the month due to shorter daylight hours. The facility will be open after Christmas to receive your christmas trees, date and time to be announced. The facility will be open again in the spring!!! |

The regular meeting of the Summerset Owner’s Association was called to order at 6:45 PM. Board members Fink, Hahn, Herz, Scharer & Suelflow were present, Mandas was absent.
A motion by Jon & seconded by Gina to approve the agenda for July 8, 2009 as presented. (Unanimous)
A motion by Jon & seconded by Gerry to approve the minutes of the Regular/Annual meeting of April 8, 2009 as presented. (Unanimous)
A motion by Jon & seconded by Tanya to approve the treasurer’s report as of July 8, 2009 as presented. (Unanimous) A motion by Tanya & seconded by Jon to approve the Claims & Hand Checks as of July 8, 2009 as presented. (Unanimous)
Old Business:
An update was given on the progress of the park property acquisition by the park committee Gerry & Jon. Plans have been drawn and presented for the layout and equipment with the closing of the property pending until the new platting is approved by the City and the County.
An update on the past due accounts and the collection efforts was presented by Gina. Our total delinquencies are currently under $4,000.00 with several judgments in place and several liens having been filed on the delinquent property owners.
New Business:
Board member Gerry opened a discussion on boulevard parking on the west side of Sturgis Rd, trailer and vehicle parking on the side of houses and not behind fences as required by the covenants and trash cans being left in front of garages. After a discussion and several constructive comments by both the citizens present and the Board members it was decided that Duane should talk with the City about a possible joint solution.
Gina discussed fees for Non-SOA members to use the Green Dumpsters on Recreational Drive. The Board discussed with citizen input the possibility of opening the dumpsters up to the entire City with the City paying part of the annual costs of operation. The City had passed a Resolution a few weeks ago approving payment upon acceptance by the Board. After much discussion and citizen input it was decided that the dumpster area was for SOA residents and built and paid for from the fees paid by the residents of the Home Owner’s Association and it should remain solely for their use.
Fireworks was discussed by Board member Tanya wanting the SOA to support a resolution to the City changing the laws to allow things like sparklers, snakes, etc that are non-explosive. There was much opposition from the citizens and the Board to this suggestion, with the decision being made for the SOA not to take any kind of stand on the issue. There was a unanimous showing of support for the current fireworks laws that are on the books.
There was a small claims court denial filed by a previous resident who now lives in Colorado. The Board agreed unanimously to have Duane attend court if we couldn’t compromise on a payment arrangement with the individual.
There was a discussion about the Tipton fire on Manchester Street and ideas about maybe a block party, donations, etc. It was decided that if someone would head up the idea that the SOA would make a donation of food, etc to the cause.
SOA Attorney Input: Mr. Wieczorek talked about the collection of past due accounts and presented ideas on ways to make settlement arrangements, etc. He also talked about the park progress and gave some guidelines on what to expect for closing and transferring the property to the City of Summerset.
Board Member input: The only Board input was from member Gerry who talked about dog control and a recent dog bite in the neighborhood. He also mentioned liability insurance which the Association does carry.
President’s Input: Duane talked about rattlesnake dens being reported on the west side of Sturgis Road and to be careful if out walking in those areas. Mowing of common area and the mowing of Sturgis Road was also discussed. The SOA is responsible for the common areas but not for Sturgis Road. After a discussion with the DOT, since Summerset became a City they are responsible for the maintenance and upkeep that the State does not provide.

COVANENTS: The Association has received a number of complaints regarding unauthorized parking of vehicles, trailers, boats and campers. The Board will be enforcing these covenants with compliance letters forthcoming. There are two storage facilities within a couple of miles of Summerset, which is where your extra vehicles, boats, trailers and campers are to be kept. I have noticed that there are a few unauthorized (gravel) additional parking areas in the community. If one of these is yours, please contact the Association with a resolution, otherwise we will be contacting you to correct the problem.
Section 9. Parking. No on-street parking is permitted. Residents' vehicles shall be parked within the provided garages when possible and additional vehicles shall be parked in the driveway provided for each Unit. Additional paved parking areas may be created by the Owner, when requested and upon approval of the Architectural Control Committee. No boat, truck, trailer or camper shall be parked at any Unit except within the authorized parking areas. No vehicle shall be allowed to park in any location that interferes with access to any other location or that unduly obstructs sidewalks, vision or view. Outdoor repair of any vehicle or equipment is prohibited, and no vehicle without a current license plate shall be parked at any location.
